Scenario and operating model scores.
Each cell is one scenario delivered under one operating model. The large figure is the weighted MCA score out of 100; the financial-sustainability criterion is scored automatically from the benefit/cost ratio. Select a cell to open its cash flows.
What-if adjustments apply to every cell in the matrix, so rankings shift with them. Reset them to zero for the base case.
Annual cash flows and cumulative discounted net position
Multi-criteria assessment
Scores 1–5. Weights are shown as a share of the total.
Sensitivity of NPV to key inputs
Each bar moves one input while holding the rest at their current values. Longer bars mark the inputs that most need firm figures from consultation.
Present value by line
Delivery programme by scenario.
Pick a construction start year for each element, or leave it unbuilt. Click a track to move the start. Hatched bars are construction; solid bars are operation. Year 1 is the first appraisal year.
Assumptions, by source.
Source taken from a project document. Nenagh method default carried over from the 2020 CBA. Placeholder illustrative only, to be replaced through consultation.
How the scores are built.
The engine follows the structure of the Nenagh Digital Hub CBA: annual cash flows over the appraisal period, discounted to present value, compared as NPV and benefit/cost ratio, alongside a weighted multi-criteria assessment.
Two perspectives
Financial (owner) counts only the cash that reaches the landowner: build costs with VAT where it cannot be recovered, the operating costs the owner carries, and the income, rent, sale proceeds or grant it receives. The operating model changes this view the most.
Economic (society) counts real resource costs (build costs without VAT, full operating cost whoever carries it) against the value of the service and wider benefits. Transfers such as sale prices, rent, HSE funding and VAT are left out. Operating models move this view through operating efficiency, occupancy ramp and timing.
Calculation
- Discount factor = 1 / (1 + r)n, with year 1 discounted one period, as in the Nenagh CBA.
- NPV = PV benefits − PV costs. BCR = PV benefits ÷ PV costs.
- Prices are real (constant) by default, which matches a real test discount rate. Switch to nominal in the appraisal inputs to apply inflation, and raise the discount rate to match.
- Land: the site's current-use value is a cost in year 1 for every option, including do nothing, and comes back as residual value wherever the site is kept. Sale options receive it in the sale price. Without this, selling always looks better than retaining.
- Residual value at the end of the horizon is straight-line on the build cost over the asset life you set.
- MCA: each criterion blends a scenario score and an operating-model score by the blend you set. Financial sustainability is scored from the BCR bands.
Points to resolve
- The scoping note gives a 60-resident concept (5 + 15 + 15 + 25). The presentation's parking slide works from c.51 residents. The model uses 60.
- Capacity of the Knocknashane House pilot (scenario 2) is not stated in either document. It is a placeholder.
- Confirm the test discount rate and appraisal period against the current Public Spending Code guidance before reporting. The Nenagh CBA used 4% over 20 years.
- SLO 73 (Brennanstown Road) bears on planning scores for every build scenario; the road and entrance cost is a single placeholder line.
Inputs to collect through consultation
| Input group | Who provides it | Used in |
|---|---|---|
| Gross floor areas, build and fit-out rates, site and road works | Architect (Studio-MAC), quantity surveyor | Capital cost, residual value, building running costs |
| Placement funding per resident by level of care | HSE disability services; operators | Financial income; placement value proxy |
| Staffing ratios and cost per WTE by level of care | Operators (e.g. those reviewed in the presentation) | Operating cost in both perspectives |
| Lease rent per bed, management fee, sale value | Operators, approved housing bodies, valuer | Financial view of each operating model |
| Alternative placement cost, family and community benefits | HSE, published evaluations | Economic benefits |
| Criterion weights and 1–5 scores | Client workshop | MCA score in every cell |
